To provide high quality HR advice and support service to SPA to ensure statutory obligations are discharged effectively and efficiently.

Provide support and advice in relation to training and professional development, organisational development, recruitment, succession planning and talent management, liaising with colleagues in Police Scotland.


1. Provide specialist HR advice and guidance on a full range of HR matters including Organisational Design and Development, Resourcing and Talent Management.

2. Develop partnership working with internal and external stakeholders to research, benchmark and analyse trends, best practice and best value.

3. Build effective working relationships with staff at all levels, providing advice and guidance on a range of HR policies and HR related issues to support understanding and ensure effective communication of good HR practice.

4. Assist with monitoring and measuring HR delivery against legislative requirements, best practice and organisational SOP's, to highlight issues and risks, and propose remedies and solutions to Head of HR Governance.

5. Contribute to the delivery of organisational change initiatives with SPA.

6. Undertake trend analysis across a number of HR related matters, extracting and collating statistical information as required, with onward presentation to stakeholders as appropriate.

7. Assist with benchmarking, identifying and suggesting areas for action and improvement.
  • Will be responsible for assessing and self-managing risk within all aspects of the role.

Graduate CIPD membership with relevant human resources experience OR Where no formal qualification exists, extensive demonstrable experience of working in a Human Resources environment for a large organisation

Proven Communication and influencing skills for routine HR issues.

Experience of applying policy and procedures.

Confident communicator with strong interpersonal skills who can effectively influence and coach.

Ability to build relationships, trust and confidence.

Demonstrable strong organisational, planning and administrative skills

Experience of supporting organisational change projects

Practical knowledge of Microsoft Work, Excel and PowerPoint

Effective autonomous decision maker

Able to display authority with sound reasoning skills
