JOB PURPOSE

To provide strategic support and expert Human Resources, Organisational Development, Health and Safety, and Resilience advice to SPA Board Members and SPA senior officers to ensure the obligations of the Authority, as legal employer, are discharged efficiently and effectively.

To lead, develop and enhance the HR Governance function ensuring alignment with, and contribution to, SPA's core deliverables and strategic priorities.

To lead the development and implementation of a strategic programme of HR governance and scrutiny to ensure the effective oversight and quality assurance of SPA and PS HR/HSR activities in relation to SPA's statutory obligations, and strategic and operational delivery.

To influence, contribute to strategic initiatives and policy through attendance at and reporting to, SPA Committee's and participation in negotiations with employee representative groups and other appropriate stakeholders.

To represent, promote, develop and manage effective working relationships with key internal and external stakeholders.

To manage the cost-effective and compliant delivery of the HR/HSR Governance function ensuring it is underpinned by best practice, best value and continuous improvement principles.

To manage Senior Officer recruitment for ACC/DCC/CC.

To represent the SPA at the Police Pension Board as an employer representative.

ACCOUNTABILITIES AND MAIN RESPONSIBILITIES

1. Provide leadership, direction and day to day management to HR and HSR Specialists, and any staff / consultants working on relevant short term contracts, ensuring adherence to the Authority's governance arrangements, policies, practices and relevant legislation.

2. Lead, manage and develop the HR and HSR specialist staff to deliver high quality performance and continuous improvement.

3. Provide relevant opportunities for the development of skills and knowledge within the HR/HSR Governance function to build capacity and ensure consistency, continuity and sustainability within the team.

4. On behalf of SPA, lead and manage relationships, consulting and negotiating with internal and external partners, including employee representative groups, Scottish Government and other relevant stakeholders.

5. Through participation in relevant SPA and PS Committees and forums, influence Human Resources policy and practice and ensure adherence to, and alignment with relevant legislation and industry and sector best practice, standards and developments, representing SPA strategic priorities in relation to relevant HR initiatives including:
  • Organisational Design, Resourcing and Talent Management
  • Reward, Recognition and Remuneration
  • Performance and Engagement
  • Terms and Conditions and Policy Development
  • Equality and Diversity

6. Through membership of relevant SPA and PS Committees and forums, influence Health, Safety and Resilience policy and practice and ensure adherence to, and alignment with relevant legislation and industry and sector best practice, standards and developments, representing SPA's strategic priorities in relation to relevant HSR initiatives including:
  • Fire Safety
  • Resilience Management
  • Accident Management
  • H & S Awareness and Culture

7. Work in partnership with SPA and Police Scotland colleagues and other relevant stakeholders to drive and facilitate a programme of continuous improvement within the areas of HR and HSR.

8. Work in collaboration with SPA Members, SPA colleagues, Police Scotland, Scottish Government, Her Majesty's Inspectorate of Constabulary (Scotland) and other relevant stakeholders to ensure the obligations of the Authority are discharged efficiently and effectively.

9. Provide strategic oversight and advice on the development and implementation of an HR Governance framework, and governance, scrutiny and audit principles.

10. Provide strategic oversight and advice on the development and implementation of an HSR Governance framework, and governance, scrutiny and audit principles.

11. Provide professional oversight and advice on the implementation of HR and HSR Governance policies and processes, ensuring all practice and advice is compliant with relevant legislation and industry and sector best practice.

12. Provide strategic oversight and advice in the development and maintenance of ongoing programmes of HR governance, scrutiny and audit across all SPA and Police Scotland HR activities, including:
  • Organisational Design, Resourcing and Talent Management
  • Reward, Recognition and Remuneration
  • Performance and Engagement
  • Terms and Conditions and Policy Development
  • Equality and Diversity

13. Provide strategic oversight and advice in the development and maintenance of ongoing programmes of HR governance, scrutiny and audit across all SPA and Police Scotland HSR activities, including:
  • Fire Safety
  • Resilience Management
  • Accident Management
  • H & S Awareness and Culture

14. Identify, assess, monitor and contribute to risk management initiatives, remedies and solutions, through governance and scrutiny programmes, interim working groups and senior management teams.

15. Adopt an environmental scanning, research and benchmarking approach to HR and HSR governance, ensuring staff within the function are aware of current and emerging HR and HSR legislation, developments, best practice and trends.

16. Oversee appropriate monitoring of HR and HSR policy and practice and the provision of expert and specialist advice to SPA Members and senior officers, on implications and solutions.

17. Ensure the provision of high quality reporting and management information in relation to HR and HSR governance, to appropriate internal and external stakeholders including SPA Senior Management Team, SPA Board, and Scottish Government etc.

18. Facilitate the development of processes to delivery timely responses to legitimate internal and external requests for information, from for example, Scottish Government, MSP's, Freedom of Information applicants etc.

19. Develop appropriate and effective working relationships with Police Scotland and other relevant stakeholder/partnership organisations to enhance, develop and continuously improve HR and HSR Governance.

20. Represent SPA HR and HSR Governance at appropriate internal and external forums including SPA Executive, Committee and Board.

21. Will be responsible for managing and assessing risk within all areas of managerial/supervisory responsibility.

ESSENTIAL

Human Resources Degree

OR

Business Degree with Post Graduate HR Qualification.

Chartered Membership of the Institute of Personnel and Development.

Experience of working in a governance/audit role.
